The Tokyo Metropolitan University Library consists of the Central Library (Minami-Osawa Campus), the Systems Design Library (Hino Campus) and the Health Sciences Library (Arakawa Campus). Each library has its own materials and policies taking into consideration the characteristics of the education and research of the particular campus.

Enrolled students
- Faculty students, Graduate students, TMU premium college students

- Students on leave of absence (who have submitted a library use request)
Faculty and staff
- Full-time teachers
- Other faculty(Part-time teachers, Research assistants of the university, Guest lecturers, Guest researchers, Postdoctoral Researcher, Ph.D. Candidate Researcher, Professor Emeritus, etc.)
- Regular staff, Part-time contract workers, Tokyo Metropolitan Government dispatched staff, etc
- Temporary staff of the university, Temporary, etc.
Graduates, former teachers and Open University (OU)
- Graduates of the university and its previous incarnations (Tokyo Metropolitan University, Tokyo Metropolitan Institute of Technology, Tokyo Metropolitan University of Health Sciences, etc.), those who have completed graduate school programs, those who have completed premium college program.
- Those who completed credits but left before graduation (Tokyo Metropolitan University, Tokyo Metropolitan Institute of Technology, Tokyo Metropolitan University of Health Sciences, etc.)
- Those who have worked as a teacher at the university or one of its previous incarnations (Tokyo Metropolitan University, Tokyo Metropolitan Institute of Technology, Tokyo Metropolitan University of Health Sciences, etc.)
- Lecturers and members of Open University (OU)
General public
- Graduate students and full-time teaching staff of affiliated universities (Chuo University, Tokyo University of Foreign Studies and Tokyo University of Pharmacy and Life Sciences)
- Individuals with referrals from libraries of thier affiliated institutions (advance notice is required)
- Individuals living or working in Tokyo (at least 18 years of age, excluding high school students; not belonging to another university or learning institution)
- Healthcare professionals (including individuals involved in education and research at medical institutions and medical research institutions)
Note: Healthcare professionals can only use the Health Sciences Library.
